fixes some bad links. The plugin that checks deadlinks decodes url when checking for files (%20 -> spaces)

Suppressing deadlinks. Some links are still mentionned by pelican but they are ok, just too slow to answer. Remains only webcasts @unistra that cannot be found

Cleaning: removing reseau and gdr tags since it will be automatically
added depending on the article path.
Fixing: multiple tags must be simply separated by comma, without
enclosing quotes, or brackets.
